It will be a "quality image" but, unfortunately, very poor quality.
As with an ordinary camera, the thing that costs money is the lens. Buy a poor lens and the picture will be so poorly focussed that you won't be able to make out much useful detail.
The aperture matters, too. Any lens under, say, an inch in diameter will not collect enough light in low light level conditions.
