Presumably it may be because 1.5mm^2 is more robust and therefore less likely to fracture, or it may alternatively be due to the fact that many European countries do not permit the use of 1mm^2 conductors.

You will find that the ROI has no jurisdiction in the UK. What they call it is of absolutely no relevance.
How not? They claim the national territory so why do you give credence to a foreign claim?
They can claim what they like - it has no relevance to the laws, or whatever, in the territory which they claim is theirs.
