1 Year old Garden wall has cracked at pillar

Depends how windy it gets there. Those are long panels for 4½" , may be ok for 9"

Fairly windy, its a 6" solid block.

Anyway of tieing it to the pillar while still leaving room for expansion?

You should cut a proper straight vertical joint, insert slip ties and sleeves in each bed joint and polysulphide mastic to the vertical joint and the coping.
