10 year rule for static in land separated by path from house

Hi,
Looking to prepare ourselves for retirement. We have a piece of land, 22mx10m next to a river-high on bank and never flooded. We are thinking of placing a static there, and getting our son to live there initially, with the hope that within 10 years no one will complain and we can move into it to retire, sell our house and travel a bit. Not 100% sure about the rules and would really appreciate some help here! If we can get some electric bills etc from day one as a start, and even if our son moves out after a few years, one of us would sleep in it occasionally/use electric/water etc for 10 years, would this be enough to claim permanent planning??
