You understood some of it, but misunderstood the nature of the saving being mentioned (i.e.'missed the point'!). No-one but you mentioned the matter of the cost of a Full Plans submission; it was said that it would be 'ridiculous', but with no indication that this was anything to do with cost.

No, I'm simply ignoring the quibbling about what sort of bureaucratic procedure we're talking about - in respect to which you may be right, and (s)he wrong. Rather, instead of quibbling about that, I'm concentrating on the actual point which was seemingly being made - namely the perception that avoiding the use of an 'expensive electrician' could result in a considerable saving.

Which London borough (or any council, if you like) charges about £100 for a Building Notice submission and about £600 for the total of a plan charge and an inspection charge?

That is a bit uncalled for. Asperger people are just different and have made an enormous contribution to the world. For example Albert Einstein or Richard Feynman... They just sometimes need to examine themselves and try to imagine the effect they have on others. And possibly stop trying to excommunicate everyone.

To get back on the thread, I would charge £200 for a days rate plus parts. I charge for a whole day as I only book in 1 job a day. If I hit a snag I can't just walk off after an hour as the OP expects this job to be about an hours work. I look at a job and charge for the whole day. If it takes less then I made a few quid. Makes up for the one's I lost on. If the customers don't like my pricing structure I don't get the job., but I am booked up until the begining of August so it works for me.
BAN's post's I find are usefull and informative, if you don't like them then don't read or reply. To insult people with autism and aspergers is not what I would expect on a forum like this, log onto Screwfix with the other fools. My friends two boys have aspergers, they have higher standards of behaviour and attitude towards others than that being displayed on this post.

A building notice for this would cost about £ 100 depending on where you live.
Are you ever going to tell us which councils charge £100 for a Building Notice, and how much they charge for Full Plans?
 
I found two for under £ 170 WHICH IS CLOSE ENOUGH.

What it has to do with it is that (AFAIK) councils don't charge less for a Building Notice submission, and as the risks of that are higher it's a crazy thing to do.
