Transformers are now rare. Most use inverters and to be simple the main difference is an inverter has a min and well as max output.

The switch mode power supply (inverter) controls the output to very good limits and is not just a percentage of the supply voltage. With an LED often the current is more important than voltage and some units are current rather than voltage controlled.

AC will be at some point converted to DC for an LED and 60Hz and 50Hz may cause problems. US work at 60Hz and Europe 50Hz and the conversion of AC to DC and all LED's work on DC may be a problem.

Selecting a replacement does need care. As to which well I am not inclined to work it all out.
