1666 fishing treaty

one assumes these 50 fisherman are dead now? Alternatively this treaty would have been superseded by an EU treaty. One assumes they don't plan to repeal that, so to exercise their right would result in them leaving the EU perhaps?

I would have thought that this is an important part of the privilege granted by King Charles II:
Charter issued before UK, EU and Belgium existed The 1666 charter was issued before Belgium declared its independence in 1830, and before the 1707 Act of Union that created the Kingdom of Great Britain. Bruges was part of the Southern Netherlands, controlled by Spain while Charles II was the King of Scotland, England and Ireland.

I doubt if the Union of UK was retrospective of all previous legislation, or that the privilege granted to Bruges was prospective.

Apart from that, all that would be required is for the 'privilege to be ratified in law, then 'undone' in law:
“In theory, such privilege can only be undone if the parliament explicitly approves a law,” according to Luc Duerloo, an Antwerp University history professor. “That’s never happened, so in principle the privilege still applies.”
