Wow Guys, thanks for the response and interest! However, I think you'll agree that there's a couple of messages in your responses, so I'm still a little unclear as to where I stand. Sparkright, you say I cannot run a 16 amp supply of a socket circuit - OK I buy that. However, 1john, Taylortwocities and ericmark, you've done the sums and say that the mat won't pull more than 3.5Amps. So can I conclude that this is not a 16Amp device and can, 1) supply from a socket circuit, and 2) protect with RCD as described by ericmark with a 5Amp fuse(Taylortwocities)?

As far as complying with Part P... I should/shall read this, however, can anyone clarify up front whether what I am proposing contravenes these regs and what I (DIY householder) am permitted to do without calling in a qualified electrician?

Yes, that sums up that part.

Now onto what you can do.
You have not said what room this is to go in. Is this a bathroom?
If so, you will need to notify the local authority or use a registered electrician.

One other major item you will have a problem with. For bathrooms, the heated floor element must have an earthed shield. This means that carbon film is not suitable for bathrooms unless an earthed fine mesh metallic grid is installed on top of the carbon film. BS7671(2008) para 701.753 refers.
 
Hi Taylortwocities, to answer your question, I'm fitting it in the hall (needed to free up hall width by removing the radiator). I'll follow up on your link, thanks.
 
Radiators in halls are often doing the job of warming the hall, the stairs and the landing.

Your UFH won't do those things.
