What does the 18th Ed say about type A rcds?
Are they mandatory ? In a basic flat ?

RCDs are required in many situations, but the type is not specified as being mandatory.

The main change between the 17th and 18th is that the 18th includes a description of the different types, what they are suitable for and where certain types of fault current may occur.

A note was added which statues that guidance on the correct use of RCDs for household and similar use can be found in PD IEC/TR 62350 - a technical report published over a decade ago.

Indeed, but I don't really understand how the designer is meant to make use of that information in relation to a sockets circuit, since anything(s) could be plugged into it. At first sight, the only truly 'safe' thing to do would be to use a type of RCD (Type B?) that could cope with any load(s) the circuit might conceivably find itself supplying. Anything short of that is presumably a gamble.
