Nah, Nothing to do with cheapness, Just that a mate has had a flat roof to strip, Which is felted, And this stuff is the decking. How do you fix (if you can?) some OSB/Ply boards onto it if not being able to find the joists?
If there is facia around the roof look for nail holes to indicate where the joists are or alternativly use a sharp spike to poke into and through the stramin to locate . Once you've found one joist it gets easier as the spacings will probably be about 16" apart. Fixing can be done with long screws, simple really.
Ok to remove? Up to you really, if it's sound then why remove it but if water has gotten into it then removal is probably in order but be warned it's a pain in the rear to rip up or cut.
