1994 1.7td astra belt

my astra's got either a loose or worn belt as obviously it squeals wen its cold, but i dont no which one it is, all i know is that somehow its connected to the tachometer as when it squeals this does not move, ne one no?

prob alt belt as most tachos wrk off alt

thx for the advice, will now endevour to remove enough plastic to get ne where near the alt lol
