1m from boundary two storey side extension?

Hi

Wanting to build a two storey side extension (it will be a carport underneath with just a bedroom above it

Was looking at coming out 4.3m from the current house, which will take me up to the boundary line at the front elevation, but will be over 1m away from the boundary at the rear elevation (due to the angled boundary with the neighbour)

Reading local planning guidance it mentions that side extensions ‘should’ be built 1m away from the boundary
Clearly I can meet this at the rear, but not at the front (unless I reduced it to 3.3m wide which isnt really what i want

Also is the 21m rule for habitable windows strictly enforced too ? (I’m there or there about, but can’t access the property behind to measure properly)

Does anyone know if councils strictly interpret these rules or do they show a bit of leeway?

Some councils will be more flexible than others but if they play it by the book you will have a hard job getting them to change their stance. With regards to the gaps between houses & boundary's they might consider the street elevation and what the rest of the houses in your street are like, if the gaps & houses all vary they may be more inclined to be flexible than if all the houses & gaps are identical. You can buy a cheap laser measurer to check the distance.
