2 gang switch with 3 wires

My 2 sets of kitchen lights are controlled with a double switch which became disconnected during decorating. There is one cable with a red and a black wire, and one cable with just a red wire. The terminals marked "com" are connected with a single piece of wire - where do I connected the remaining wires please? Any help greatly appreciated!

most likely:

red from twin cable to both coms
black from twin cable to one L!
loose red to the other L1
 
Probably one of the reds to the common, the other red to the L1 on one switch and the black (with red sleeve) to the L1 on the other switch. If it doesn't work properly, swop the reds over.

As pluggie says - most likely the red in the twin is perm live.

This post has revived something in my noggin....
Years ago you could buy T&E which came with two red cables...
Can you now buy T&E with two brown cables?
