2 single pole light switches in a 2 gang box

I recently bought a house and need to redo some of the wiring - but Im running into problems.

At the top of my basement steps, there is a light switch that controls the lights in the basement. At the bottom of the steps there are 2 switches. One controls the basement lights and the other provides power to wall outlets.

Those 2 switches at the bottom of the steps connect to 2 other switches along the back wall that provide power to the same outlets. Here is where Im having the problem.

I removed the 2 switches along the back wall and found 12 wires coming from 4 different wire casings. 4 grounds, 4 whites and 4 blacks. The whites are twisted together, as are the grounds...but the blacks are all tied off individually with wire nuts.

How do I finish the wiring so that the switches in the ON position provide power to the outlets on the wall?
