2 way lighting cable

I have no 3 core to do the 2 way lighting switches and its quite expensive, can i just use the brown or blue from a twin and earth cable for it instead?

No its not.

Yes, you can use a pair of T+E cables for 2-way switching and have a spare core left over. Ensure that all CPCs (earths) are sleeved and connected and that the live conductors are also sleeved appropriately.
 
Just for clarification:

You can NOT use the unsleeved cpc (earth) conductor in a twin and earth cable for anything other than an earth.
