2 Way switching on stairs and landing.

I have recently brought a house but have a problem with my lights.
I have a light in stair landing and hallway, there is a 2 way switch at the bottom of the stairs and at the top, each switch is supposed to turn on and off each light. bur the top switch does both but the bottom is only doing the hallway light.

They are wired as follows

Hallway
L1 - YELLOW
L2 - BLUE
C - RED

L1 - YELLOW
L2 - BLUE
C - RED

Stairs landing
L1 - YELLOW
L2 - BLUE
C - RED

L1 - YELLOW/RED
L2 - BLUE/SWITCH LIVE
C - RED

Is this done correctly???

I have checked for a voltage across the Common and L2 on the hallway switch and get 240 on one pole but 16 on the other. HELP.
