2x2 for Decking Joists

I am planning to lay a deck over a patio, the deck would run to a bifold door cill so it is level with this, however there is not much room, between this and the patio and therefore can only use 2x2 joists, with packers underneath to get level.

There is enough room to allow for a gap underneath for water drainage and packers to get it all level.

As this is being laid so close to the patio is the use of 2x2 ok strength wise?

i would say providing the 2x2 is supported every say 280-350mm buuuuut
because there is no real weight it may or may not twist and warp if not fixed down
also even treated softwood is likely to start rotting in perhaps 3 or 4 years

If you use plastic decking you get no rot problems .
