Well it’s a fact

I am having to deal with people who are unable to work out that Calais is in France under french control

Than there is the bloke in here going on about some bloke who is using a lido in the sea at some holiday resort in the UK

Only conclusion I can come to is they are or were pencil pushers / paper shufflers in the civil service

Border force are a multi agency and have powers as both customs officers and immigration officers. They also have broad powers under counter terrorism legislation. I have been contacted by UK BF and other states equivalent several times. I've been boarded a few times in the Med. They are mostly concerned with the coding of equipment and chance to check papers.

For BF If they suspect a person is not a British citizen they have very broad powers - stop, search, test, detain etc. Once they are satisfied you are a British Citizen with the right to be in the UK, the immigration officer powers become very limited, unless they think you are trafficking or facilitating. They can also search for any relevant documents which establish the person’s immigration status and ID, meaning the person’s belongings – including electronic devices - could be searched or seized.

The Merchant Shipping (Safety of Navigation) Regulations 2002 (SI 2002/1473) - some parts apply to pleasure vessels.

It's worth remembering that these craft would be classed as "Passenger Ships" irrelevant of their construction as they are intending to carry 12 or more people. So there is no argument that it's just a dingy on a beach. If you did this as an experiment in the Solent for example, you'd get stopped within about 15 minutes.

The Kolibri boats also bear a safety warning advising a maximum load of 6 people or 800kg.

Are these boats intended for international voyages, the other definition of a "passenger ship"?

But as I've already said, quoting laws and regulations is pointless if the 'skipper' cannot be identified, or those quoted laws cannot be applied.

MMSI 227801100 is a French warship that basically runs back and forth across that areas looking for trouble. When it finds an unregistered inflatable passenger ship (shall we call it) heading for the UK it escorts it to the half way mark and calls the UK SARS vessels to intercept. Usually its MMSI 232002480 that responds.

I've previously posted the intercepting ground tracks of these vessels, much to the horror of those on here who didn't believe it.

Border force have a habit of switching off their tracks when on operations.

Thats not the definition - its as simple as this:
are you 1 at sea and 2 carrying more than 12 passengers. The construction or fee paying element is irrelevant.

The moment you become a passenger ship, you have a whole bunch of regs to comply with.
