Gas safety certs are a legal requirement. Electrical aren't as far as I know. Landlords do have a general duty to make sure that the electrics are safe however.

Interesting that this topic should be on here as I was carrying out an initial verification of an installation recently and today it was claimed that the foreman wanted 6kA rated devices replaced with 10kA, claiming that it was required because they were in a three-phase distribution board. Given that the PFC at the BS 88 switch fuse at the origin was 2.4kA between phases I naturally asked them to justify their belief that 6kA rated devices downstream were inadequate...
