A cold radiator. Please help - am stuck!

I have one downstairs radiator that will not heat up. Details as follows:

I have checked the TRV, it is not stuck. The other valve is also open.
I have removed the radiator and flushed through. No blockages. When I replaced it hot water flows in. Have also tried checking both valves when filling it back up, both let hot water in. Once it's full the rad won't stay hot.

I then switched all the other rads off and it then gets hot*. When I switch them back on, it won't reheat next time the heating comes on.

* I noticed, unlike the other rads the water came in through the TRV end, not the other valve. However it has always been like this and has worked fine in the past. The pipework to the valves is cold even when the heatin is on.

I don't know what to try next so would be really grateful for any tips as it's cold without it!

Sounds like it could be a balancing issue.
