    He didn't say pumping over, he said "hot water out the overflow on the roof". Perhaps he'll clarify.

    Isn’t that the same?
    Doesn’t matter which pipe it goes up to cause the tank to overflow.
    Hydraulic problem.

    No, it isn't. With pumping over, water leaves the F/E tank via the fill (outlet) pipe and goes back in via the open vent. There's no net input of water so no overflow. I tried to query it in #13.
    I agree there's a hydraulic problem (likely a blockage somewhere) that needs sorting.
