Access to house wall from neighbour's land

I need to run a pipe along an external wall, which is inches short of and parallel with, the boundary.
Therefore I need to use a ladder in the neighbour's sideway. I'm told he can be difficult, due to building works in the past.

I understand that he is obliged legally to allow reasonable access. Is that true, and if so, how is it enforced if push comes to shove?
 
Enforce it with a nice chat & a bottle of wine/6 pack of beer :D
 
The reason for the pipe determines how you would proceed

If this work is related to the Party Wall Act then use that

Otherwise use the Access to Neighbouring Land Act - you would need a court order to enforce your rights under this Act, but access will be granted and costs awarded against the neighbour if he forces you to go to court

But a chat with him is better than either of these
 
Thanks, that's about what I thought.

It's a 2 inch gas pipe, just on the property of a nursing home.

Neighbour has had it up to his rafters with two dozen loonies and a smell of wee.
