Accessing the outside of the third floor of a building

How do you access the outside of the third floor of an apartment building in order to replace a flap exit vent? Would a cherry-picker work?

Someone needs to invent one that you can fit from the inside through the duct. Then opens up like an umbrella when outside then pull back and click into position. Probably needs a matching wall duct section in the kit with the clips.
Or some sort of in line one in the duct

Cheapest option would be a guy on a ladder with a mate footing it. A scaffold tower would be about £300ish for cash if you know the right scaffolders. No idea how much a cherry picker will be.
