Acoustic Battens versus Acoustic Underlay

Am I correct in assuming that acoustic battens are essentially for the reduction of impact noise transmission downwards through floors and that they are not much benefit for reducing the upward transmission of sound from a room below?

There are resilient bars on the ceiling below.

Would an acoustic underlay beneath wood flooring on the chipboard floor above be just as, or more beneficial than acoustic bars in reducing the upward transmission of noise and also just as effectively reduce downward impact noise?
