I have a mains powered aerial amplifier in my loft. My question is can I take a fused spur (with 3A fuse) off the lighting circuit to power the aerial amplifier? There are lots of lighting circuit in the loft but no ring circuit! Will doing this conforms to the Part P regulation?

You will generally find that frowned upon as a practise. Yes it is harder to get access to the ring main, often, but the easy way out is not necessarily the one to commend itself. You'll find many regulars here with signature blocks like "Good work isn't cheap and cheap work isn't good" or "If you're gonna do it do it right" - they use these for a reason. If you need a socket in the loft, create a spur from the ring and give yourself a proper socket.

PS The Part P regs are all about who can do work, not how it is done.
