Economy 7 is a tariff not a system, the old system used often had a fuse per radiator typical a row of 16A, it would likely need a cable all the way back to the fuse box to add an extra, and also likely a problem getting RCD protection on the new cable.
Later systems would often have multiply units per circuit and it is a case of adding up and see what power is to spare.
