Adding Extra Radiator

I'm needing to stick an additional radiator in one of my rentals, there's 10mm pipe running past the intended location of new rad under the floor.

This 10mm feeds a 1000x600 K2 (1.7KW) Can I cut into this to add a 500x600 K2 (800W).

The 22mm flow and return is is a good distance away, that's why I'm giving this a thought.
 
Its not so much the diameter but more important the length from the 22 mm.

I dont know what a "good distance" means but I would be expecting some significant rebalancing may be needed.

But they are only tenants so what does it mater if some rads are a bit cool?
