Advice on how high screed floor should be in conservatory

Hi all, looking for some advice and thanks in advance for any help at all!

I'm getting a conservatory at the back of house. There's going to be a concrete floor, then screed, then I want to get electric heated tiles.

The builder suggested doing the screed up to the 'lip' or sill of the existing rear door of the house. See red line on the pic.

However, do I instead need to leave a gap for the heated floor and tiles to go on top of the screed, so it fits under the sill of the door?

E.g. the green line, leaving a (say) 20-

30mm gap?

I'd prefer obviously prefer everything to be level, and maybe with a slight step down, but defo not a 'step up' when walking into the conservatory from the back of the house if that makes sense. But I'm open to having whatever is going to be most sensible!
