True metallic paints (i.e. those containing metallic particles) are suspensions. As your definition tells us, they can't be emulsions, since none of the metals concerned are liquids at room temperature.Emulsion - a fine dispersion of minute droplets of one liquid in another in which it is not soluble or miscible.
Hopefully you wouldn't have too much success - but who knows?!!{considers googling for mercury paint...... }
