Air vent under stair - help!!

Haven't had chance but will do over weekend. Will let you know if I find anything horrific! Pretty sure fly problem was coming from there so hoping strange neighbour hasn't wedged anything (...) in the wall.
Is there an air vent in your dining room, and one on an outside wall of the dining room.
It looks like an air vent for a gas appliance where there was no direct route to outside air.
