my take on this is
your contract was for work to be done including before and after pictures
he has not complied with your contract requirements so has broken the contract
this doesnt mean he isnt entitled to payment he is but not the full amount
you now need to work out what value you can place on the picture i suspect not a lot as your not out off pocket there is very little value on a picture so no up coming cost likely due to its omission but it has a value
but is the hassle worth the effort
did he give a gtee with the work ??
