(another) burst outdoor pipe

I returned last week to find water spraying out of the elbow leading to a garden tap (photo attached). The piping had presumably been forced out of its fitting when its contents thawed. (Pushing the pipe back into the fitting has reduced the spray to a trickle.) A neighbour, who is a garden handyman, has offered to fix it but by replacing the outdoor piping and tap in its entirety. Is this a reasonable solution or would a proper plumber fix the joint without needing to replace everything else?

The pipework and/or any connectors will probably have been distorted by the expansion of the ice/water and may need to be replaced.

Isolate internally and drain down the pipework over winter (just isolating will not prevent the water trapped in the pipework/bibtap from freezing)
 
You need an internal isolation valve and an external drain point.
If you don't have those, the replacement should incorporate them.
If you do have them - USE THEM! ; it may or may not be necessary to replace everything outside depending on what has been damaged by the ice.
