Another Tool/Item to Identify

Good Afternoon

I have just come across another Tool/Item of which I am unsure what it's purpose is.

Somebody apparently had once suggested it was for knocking holes in RSJ's although there is no way it will be able to do that.

The tool itself consists of a spanner hole and a ratchet on the head of the tool.

No markings or writing on the tool itself as far as I can see, although quite likely rubbed off.

I think its similar to an Armstrong Packer Ratchet, beloved by steam boiler manufacturers the world over.

Also keystone or renshaw ratchet drills to drill holes in thick steel, could be girders could be in boilers
