I would be amazed if any BCO nowadays would let you build a stair where you stepped off a kite against the natural turn of the winders and more so coming in from the side stepping into a diminishing tread. Rightly so imho coming in from the side would be really restrictive your first foot would step onto the winder and your other foot would have to either come onto the stair and round over a higher tread or through a gap restricted by your other leg an out and out trip hazard.
