Any ideas what this?

We're refurbing out kitchen (which is almost done). Have taken up the laminate floor, underneath is a green paper like underlay, underneath that a polythene cover which has been glued down by the looks of it.

Part of the polythene seem a little damp underneath, the glue is still sticky.

Do we need to do anything with this is or this simply some form of damp proofing (it's laid on top of a concrete floor).

There are no leaks anywhere, the only water that has been around was due to plastering etc. Thanks.

The green paper like underlay looks like "fibre board" (laminate underlay) should be about 4mm thick and a consistency of egg box material. (best way i can think of to describe it lol ). Under that is a very thin DPM (damp proof membrane) clear plastic sheet.
Beyond that looks too scary to comment on !!
 
Took the cover up (fitters will put new stuff down).

Looks like they ran out of suitable glue half way through the job (half of the floor is fine), the other glue used doesnt stick to polythene so never dried out by the looks of it. All seems okay now though.
