Anyone know of a TMV with a low output temperature?

Hi all.
I'm searching for a thermostatic mixing valve with a lower-than-normal output temperature - approx 20 degrees ideally (I might get away with 25 degrees).

Can anyone point me in the right direction? I've been searching for ages and come up with nothing.

I'm using it to pre-heat the cold feed to my electric shower - making it a 'warm feed', so I can kiss goodbye to the 'winter dribble' that comes out of the shower currently. Most TMVs seem to have a 30deg minimum, which is too high.

The long term plan is to fit a proper thermostatic shower, but that will involve some fairly serious bathroom destruction, so this is a short-term fix for the time being.
