yes, a white hw cylinder is pressurised, so the early suggestion by ajstoneservices is looking hot.
 
If it is an outlet for temp/pressure relief its wrong, should be visible (its a warning pipe)

If you are on about from a unvented cylinder you would be wrong as the tundish is the visible part. What if the D2 ran to a internal soil pipe for example.
 
You have a combi boiler and a hot water tank!! It sounds like you have a whatjamacallit system, ICOS???? Or something similar, if its broken get it ripped out and replaced with a conventional combi boiler, they are more trouble than they are worth, IMO, have these designers /technicians never heard of KISS ?? Keep It Simple Stupid!!

6060842 - we can't guess much unless you tell us what it's connected to.
Is there a pipe going through the wall to it? (I can't see a Tee in the pipe.)
If there is, what is it made of, what diameter is it and what does it come from?
Does the part on the outside look like it's slipped over something?

Is that a solid cap on the top of the pipe or is there a gap in it?
 
It a plastic cover that is open at the bottom to let the water out if you remove it you will see a copper pipe ( they use this instead of a wire cage as the pipe doesn't get blocked with leaves) it is perfectly legal. And it's proberly just needs the vessel charging properly as none of them seem to be checked on install.
