Applying for planning permission on our rented property

We rent our property from a housing association, and are thinking about purchasing it from them under the right to buy scheme. Before we do this, we want to know if planning permission would be granted for an extension.

Is it possible for us to apply for planning permission on a property that we do not own? If we did gain planning permission, do you think the housing association would then increase the price of the property based on this?

Afaik anyone can (could?) apply for permission on any property
I presume that any response to an application goes to the address given?
 
Anyone can apply for anything on any property, but you are obliged to complete the ownership certificate correctly, which will in turn notify the HA of the application.

A pre-app would circumvent this notification, but note that pre-app advice is non-binding
 
HA tenants don't normally have a right to buy, but a right to acquire, and the rules are different - including if agreed you may not be offered your own home but a different one somewhere else!

Any agreed planning permission potentially increases a property's value and would be one of the criteria any decent valuer takes into account. So it does not matter if the HA know about it or not, the valuer could/should check the planning lists.

Thanks for the replies - Many tenants such as us, have a reserved right to buy too, from when the LA's transfered their stock to HA's. Useful info thanks.
 
Would a quick look at google earth help to look for extensions etc? Obviously planning rules change but if similar houses have extensions it might help
 
Worth looking at the info on the councils website about their planning policy, design guides etc, and what youre allowed to do under permitted development. You might not need any PP for an extension.
