Asbestos lagging or just horsehair?!

Hey folks, 1970/71 era of house obviously the artex is likely, and garage ceiling looks suspiciously like AIB. But I was in the loft and noticed this around the pipes, I've noticed it in the garage too.
It wasn't mentioned in the survey, although they mentioned the tank might be (fair enough). But the lagging wasn't mentioned.

I don't think it's asbestos but do a sample test if you are worried, about 30 quid on amazon...

That's hessian. Asbestos was not used like that
