hi. would a reading of 4bar on combi be classified as at risk considering the prv hasnt discharged?
 
"At Risk" and the rest only apply to GAS safety matters.
 
I use the classifications for convenience when dealing with other unsafe sutuations such as PRV vents not safely terminating just above ground level.

A CORGI inspector classed a condensate pipe terminating into a bucket on a temporary basis as "At Risk".

I dont see why the OP question arose. Any boiler engineer finding that senario would usually turn the PRV to see if it was stuck on.

The condensate trap is part of flue. The potential is there for POCs to escape down the condensate pipe if the trap is empty. Unlikely, but possible.
