Attic flooring

I am looking to board out the attic but my problem is that the current joists for the cieling are fixed to the rafters as the cieling in the rooms below is higher than the wall plate so those joists cant sit on it. They are currently 4x2 and I want to avoid squashing the extra insulation I have so was going to use bigger joists but want to know if there is any issues with fixing them to the rafters like the current ones but on the opposite side. If I cant then what are my options. The house is a 1950 ex local authority four bed semi with a hip roof. Any advice appreciated.
