Why? Do you really want to heat all rooms to 23/24C? A room does not heat up any faster if the TRV is set to a high number.
 
I do not want to heat up all rooms with the TRVs set high, i only opened them up to help provide the info to establish what was or could be wrong with the bypass valve.
