Back door step solution with pipe under

Our builder has put in a new soil pipe which runs under our new back door. It will barely be buried as he was not able to dig it very deep due to an armoured cable. Also, he wants to run the washing machine waste pipe under the back door.
We will need a step. The ground outside the back is block paved, so that needs to be made good up to the soil pipe, but can't go over the soil pipe as the soil pipe is not buried deep enough.
We are looking for creative solutions to this! What sort of step can be put in that would allow for the pipes?

Put step in as close as possible then top with overhanging slab to clear and hide pipe .?

Thanks, so basically a step with a gap behind it but covered with a slab that goes to the wall. Yes, that would work.

Is he actually following the correct standards and has a building notice been submitted for the new pipework and connection?

Thanks, yes, the building inspector is aware and plans were submitted - it's all legitimate. Also, thankfully, he has now agreed to sink it a bit further down and we have come to an agreement about the pipework which means it won't run under the back door. All very stressful, but hopefully it will be satisfactory when done.
