Bad Looking wall suggestions

There was a water leak on the outside wall of a property we just bought due to having a polycarbonate roofing between the kitchen and garage which had really bad flashings.

This has now been removed and external wall has been repointed for nearly a month now.

internally I removed the wallpaper and the wall is dry and solid but it has been patched up at places with something like easyfill or something very porous.
I have a few options can you help me towards the right direction.

As the wall is completely dry I can:

1. PVA and fill only gaps with multi finish
2. PVA and skim the whole wall
3. PVA AND Thin Bonding Coat followed by multi finish.

4 Hack most filler , add new corners as this is where most of the filler is, PVA , bonding coat and multi finish.

5. Or anything else you might suggest.

The plaster at the top of and under the window reveal looks pretty bad, I would remove any bad bits, pva the whole wall, tight coat of bonding then skim the lot....
