balanced radiators

I have two new radiators fitted by a plumber stone cold, I have bled the radiators. The new radiators only get hot when all the others are turned off. How do you over come balancing issues ?

Turn all your radiators off and start from the furthest one away from the boiler and start to turn them back on, but only a quarter of a turn at a time. Wait while each one gets warm then proceed to the next.
