i have a downstairs toilet with a cold water tank in the attic. What bar pressure would i need for a mono basin mixer tap??

can anybody help

The tap manufacturer will tell you the minimum pressure required to generate enough flow through the tap.

1 bar is about 10 metres, so you have approxhalf a bar. Get one that says it's OK from 0.1 bar. The flow would be very low from one that says "from 0.4 bar".
