baseboard on kitchen wall?

Hi, I had to pull the plasterboard off the kitchen wall yesterday as it had gone mouldy (due to a leaking tap)

The wall is an external breeze block wall, can I simply replace the plasterboard with baseboard and then just paint over it. Im not worried about the finish because the kitchen cabinets will hide the wall.

Is baseboard the right thing to use?
