In our bathroom we have a 40mm bath waste pipe at skirting height and a 32mm basin waste pipe approx 2' above this.

The bath waste is approx 3m in length and the basin waste approx 2m. Both go into a vented stack.

My question is, can i remove the separate basin waste and tap it directly (vertical under the basin) into the bath waste. Or are there any regulations that prevent this?

If this is possible i presume it would also be advisable to fit an anti syphon on the basin trap.

Yes you can do it but fit an anti vac trap on your basin.
Depending on how the pipes run it could be possible to get the odd glug from your bath trap when you pull the plug on your basin. Chances of this being a big deal or problem are quite remote and could be overcome by fitting a HepV0 valve on the bath

as per slug ;) but, I`d put a hep. on the basin too
