Basin taps leaking - 2 washers required?

I have just replaced some basin taps for cosmetic reasons, but when the area around the bottom of the tap gets wet, water drips through to the underneath of the sink.

There is a washer under each tap, and a large platic nut under the sink to hold the tap in place-should there also be another washer there too?
 
No, it's just that the designers of taps and basins never spoke to each other. Easiest solution is to fill the space between the washers with silicone.
