Wastes (plugholes) are not usually fitted directly to waste pipes, there should be a trap (u-bend) with the appropriate fitments on each end.

Get a second person to help you.
Hold the nut on the underside of the hole in the bath and get your assistant to screw in the strainer.
How on earth are you going to attach the trap if there's not enough space to get the nut on the strainer?
